OSP Broadband Planner
Job Description
Summary of Duties:
The OSP Broadband Planner is responsible for designing and mapping outside plant (OSP) fiber optic cable systems, focusing primarily on FTTH networks. The role involves understanding optical network elements, including hubs, cabinets (active/passive), and splitter/tap architectures. Responsibilities include fiber allocation, route planning, terrain analysis, material cost estimation, work order creation, inventory checks, and coordination with GIS, inventory, and construction teams. Designs are reviewed and approved by the OSP Manager. Must ensure timely support for construction schedules.
Specific Duties:
- Perform all responsibilities in a safe and efficient manner.
- Design, plan, and draft OSP fiber optic networks using Visio, mapping, or design platforms.
- Collaborate with route engineers to determine optimal plant paths.
- Manage fiber assignments and network resources.
- Coordinate projects and interact with in-house and contractor design/build teams.
- Create bill of materials for projects.
- Support project timelines, budgets, and reporting metrics.
- Assist in training activities.
- Ensure system security by following company procedures.
- Deliver superior member service.
- Complete tasks to Cookson Hills Electric Cooperative’s quality standards.
- Represent the organization professionally in all interactions.
- Maintain professional appearance and behavior at all times.
- Maintain excellent attendance.
- Perform plant serviceability surveys and cost estimates.
- Maintain and update network documentation for construction teams.
- Understand and utilize time-domain reflectometers and OTDRs.
- Perform other cross-functional duties as assigned.
- Plan and prepare drawings for new construction or modifications to aerial/underground fiber networks.
- Interpret complex project plans to determine project scope.
- Develop and recommend multiple solution options.
- Research and apply new technologies and fiber products.
- Review final test results for construction and electronic projects.
- Travel as required to project sites and support locations.
- If elected, may serve on Employee Action Committee to assist in enhancing employee-management relations and developing cooperative policies.
- Assist with annual membership meeting preparation and participation.
- Attend necessary training and seminars.
- Preforms all other related duties as assigned by management

Education Requirements:
Associate degree in Civil or Optical Engineering, Telecommunications, IT, or equivalent work experience required. Bachelor’s degree preferred. Must possess knowledge of electronics and fiber optic network operations. Two to four years of experience preferred.
Required Skills:
- Understanding of telecommunications construction and engineering principles.
- Knowledge of industry regulations affecting engineering projects.
- Ability to design fiber optic circuits and manage cutovers.
- Familiarity with company products, services, and policies.
- Proficiency with office tools (PC, email, Word, Excel, PowerPoint, AutoCAD, Lode Data, GIS, etc.).
- Strong problem-solving, communication, and documentation skills.
- Ability to manage multiple priorities and work independently.
- Valid driver’s license and clean driving record.
- Ability to sit or stand for long periods.
- Capable of differentiating wire sizes and colors.
- Requires visual focus and peripheral vision.
- Able to operate computer and fiber test equipment.
- May work in dusty, noisy environments or near electrical equipment.
- Must be able to lift and carry up to 50 lbs.
- Safe operation of company vehicles is required.

Journeyman Lineman/Lineman First Class
Job Description
Summary of Duties:
Responsible for the efficient and safe handling of line construction and/or maintenance work that will provide for safe reliable service to the members. Responsible for directing an effective training program for subordinates and encouraging them to gain experience and knowledge to enhance their job skills. All services must be performed in a prompt and courteous manner to promote safety, goodwill and efficiency of operation to the members and the general public.
Specific Duties:
- Set and remove poles manually or with equipment
- Perform all types of line construction including primary, secondary, and service drops on both overhead and underground construction.
- Haul poles, load poles, unload poles, etc.
- Install, change, or trouble shoot on all lines and line devices such as regulators, capacitors, OCR’s, air break switcher, sectionalizers, meters, transformers, service drops, and security lights.
- Change out hot poles, change out transformers, OCR’s, regulators, lay up and tie in new wire, change out insulators, crossarms, braces, etc.
- Read and interpret staking sheets and build line to conform to them and follow instructions printed on sheets.
- Build meter loops.
- Work with servicemen when necessary to assist with connects, disconnects, and collections.
- Responsible for the maintenance and safe operation of all equipment, tools, materials, and vehicles assigned.
- Understand and practice all safety rules and regulations as taught by the state safety and job training instructor and as written in approved safety manual. Attend and participate in safety meetings.
- Perform standby duty/emergency maintenance, as necessary, to repair outages occurring outside of regularly scheduled working hours.
- Use knowledge of REA specifications, National Electric Code and city ordinances and codes pertaining to distribution line design and installations.
- Lay out material for jobs and place old or unused material in its proper place.
- Retire idle services.
- Operate forklift, digger, bucket and pole trucks, and air compressor.
- May assist staking engineers in staking jobs.
- Assist in keeping warehouse and pole yard clean and orderly.
- May assist in tree trimming and/or general right of way maintenance.
- Prepare and submit reports and forms as required.
Other Duties:
- If elected, may serve on Employee Action committee to assist in enhancing employee-management relations and developing cooperative policies.
- Attend and assist with annual membership meeting. Assist with preparation when needed.
- Attend school/seminars/training programs as necessary.

Education Requirements
Must have a high school diploma or equivalent. Work experience with an electric cooperative desirable, buy not mandatory. Must have at least five years of practical line experience.
Required Skills
Must have a thorough knowledge of the distribution systems such as location of the lines, voltages, sources of power, direction of feeds, the relative importance of one line to another and location of OCR’s, etc.
Must understand the purpose of all tools used in line work, including all hot line tools, hand line and associated equipment use and core of all ropes and climbing equipment.
Must understand basic REA construction specifications, National Electric Code standards and other applicable standards pertaining to distribution systems and operations.
Must possess a thorough knowledge of all policies relating to member assistance and the collection of power bills.
Must pass Class B commercial drivers’ licensing requirements.
Physical Requirements
Must be capable of operating a motor vehicle, physically fit to climb distribution poles, and of physical stature to lift and carry objects weighing up to, but not limited to, 75 pounds.
Working Conditions
May operate from headquarters or from branch office as assigned. Shall be functional under occupational stress including frequent long nights in inclement weather, capable of working from field or office, capable of communications with the public and aware that a clock or a calendar does not determine the working day.
